TCCS Community Path Priority List: strategic cycle infrastructure

TCCS is the department of many lists. The back end processes are still often paper based. The Community Path Priority List is one of these lists. It matters not who you ask, we have the ambition to build many bike paths, but everybody has their own list. Of the paths on the Community Path Priority List not all meet the criteria of a strategic cycle infrastructure as they do not comply with ACT Government’s own Active Travel Standards (MIS05) for bike paths of minimum 2.5 m. The cost lies around $1 million for 6000 square metres of surface. For a 3 m wide path, the length of the path would be about 2 km.

Overview

The TCCS FOI 21-126 Community Path Priority List (2021-11-17) contains 569 projects of which only 40 match the minimum criteria for strategic cycle infrastructure. The total length of the strategic paths is close 19 km. Some projects are quite short but 8 projects are more than a kilometre in length.

ACT Greens have adopted a wishlist approach to strategic cycle infrastructure inviting everybody to suggest where they would like the path. Community Councils have another opinion on investment priorities. The Active Travel Infrastructure Practitioner Tool is dated version of a proposed active travel network. The TCCS strategic policy documents – ACT Transport Strategy – show the CBR Cycle Routes as a strategic network but investment in this network has largely been neglected.

The problem does not appear to be a lack of ideas but rather where to start, how to find the FTE to do the work, and not least including the necessary capital in the budget.

The total investment is estimated to be $10.2 million. Cost estimates were missing for three projects – perhaps the projects were new to the list. Good value for money!
