Structure plans are high level documents. The closest to planning strategy that can be found in the Territory Plan. Do the principles found in structure plans lead to better suburbs for cycling?
The planning mechanism has systemic weakness. The Territory Plan shows that cycle paths are planned but not built. The Territory Plan is a statutory document.

Throsby, Gungahlin, has an excellent bike path and views of the Goorooyarroo Nature Reserve. This was an enjoyable loop ride to Throsby from Belconnen. Throsby has good bike infrastructure. The route is roundabout but along good bike paths, and all major road crossings are at signal intersections.
An alternate route to Gungahlin, away from the cars. This would be the safe and better approach. Here is one possible route that follows the Federal Highway, EPIC and Well Station Track to reach Gungahlin.
