Structure plans are different to concept plans, but it may not be obvious. Cycling is not mentioned much in the Territory Plan. Here are extracts from the East Gungahlin Structure Plan.

Throsby, Gungahlin, has an excellent bike path and views of the Goorooyarroo Nature Reserve. This was an enjoyable loop ride to Throsby from Belconnen. Throsby has good bike infrastructure. The route is roundabout but along good bike paths, and all major road crossings are at signal intersections.
An alternate route to Gungahlin, away from the cars. This would be the safe and better approach. Here is one possible route that follows the Federal Highway, EPIC and Well Station Track to reach Gungahlin.
